MEETING OF DREAM HILLS COMMUNITY COMMITTEE ON

SATURDAY, 27 SEPTEMBER 2003 at 557 DREAM HILLS

 

Present: Stefan, Carol, Mags, John, Bill, Mick (Kath - secretarial)

 

Stefan opened the meeting and invited John to put forward the points from his area, many of which were duplicated by the other residents’ representatives. Stefan has an appointment with Rosa from the Town Hall at the beginning of October when he will put these points to her.

1.

Absence of lighting on the walkways: Stefan said that these were the responsibility of the Town Hall and we have to wait until they decide to turn them on. Mags pointed out that the lights on the main road are going off at approximately 7.30 am, which is too early now that it is darker in the mornings.

What is planned in respect of the ‘green’ areas: Torrevisa are still willing to build a club house but they need permission from the Town Hall. If this is refused, they can do nothing about it. It has to be either in the pool or green area and Torrevisa say that if they had know about it sooner, they would have made one of the storage areas larger, for this purpose. It cannot be built on the proposed commercial area, which is still going ahead – eventually.

More inter-action with residents required: Lots of residents would be willing to contribute towards provision of trees, bushes, etc., in the green areas now, before the urbanization is complete. Torrevisa has permission from the Town Hall to provide sports and social areas, ie: Tennis, BBQ areas, etc.. Stefan to ask Administrator to get quotes. The question of providing toilets in the pool area was raised again and Stefan will follow this up.

Mail Boxes – Postman: It was reiterated that until the urbanization is complete and the builder registers it with the Town Hall, we will not have post delivered to our mailboxes. Also, it is important that everyone registers on the Padron at the Town Hall. If people do not register their presence, no postman will be allocated. The mailboxes now have security doors fitted and keys to these locks will be available from the Administrator’s office early in October.

Cabo Roig Post Office will close in the near future and relocate to Playa Flamenca. Stefan also pointed out that mail received at the Post Office is only kept for 2 weeks. After that it is either returned to the sender, if known, or destroyed.

There will be a mail room at Via Park III where boxes will be available for rent.

The designated area for a school could possibly be used for a clubhouse, as no school will be built there. However, the Town Hall is allowed to build whatever they like on the spare land past the pools, on the left hand side going up the hill.

Swimming Pools: Although they will be open all year round, some necessary maintenance work needs to be carried out, which will entail lowering the water level in the top pool to replace loose, broken and missing tiles which should take about a week at the most and the pool will obviously need to be closed for this purpose.

People are using the showers and leaving the water running. It was suggested that they be replaced with the push-button automatic switch off type but that would be very expensive and Stefan said that this should be looked at when they need to be replaced through wear and tear.

The areas surrounding both pools will be tidied up, re-soiled and re-grassed and rocks removed. The walls also need to be painted, and the pillar supporting the exit push-button needs to be plastered and painted. John and Bill offered to do this as it is not covered by the maintenance contract.

Two more message boards have been ordered for the pool areas, by the entrance gates, stating that showers MUST be taken prior to entering the water, that NO ONE must let others in without valid swipe cards, and a list of people who have not paid their community fees will also be posted there.

Lost swipe cards can be replaced at a cost of €5 – if one is lost, the other should be taken to Stefan who will arrange for the card code to be de-activated, and two more issued. This is important as anyone finding a lost card could use our pools, whether entitled to or not.

Several drain covers are again cracked or broken, and several areas were identified where surface water is not draining away properly. This will be taken up with the appropriate people.

The question of dogs being allowed to roam free on the urbanisation was raised and it was suggested that they be shut in the garden of an uninhabited house where hopefully their owners would come looking for them. The situation can be dealt with if we can identify the owners.

9.

More bins were requested and also a skip in the wooded area beyond the bottom pool where iron railings, etc., have been dumped. John and his neighbour are willing to clear the rubbish into a skip, once provided.

Planters for walkways and pedestrian areas have not yet materialised, and Stefan will ask the Town Hall if we can put either flower planters or metal restrainers on these areas.

Chains on roads have not been successful, being either driven through or left lying across the roadways where delivery vans or lorries have driven over them, breaking them. Also, the Guardia Civil presence in the side roads has increased but if roads are chained, they will not go down. Full discussion at the AGM.

A letter of thanks to the President and Committee was received from the residents at No.198, also raising the following points:

Lack of steps in the (bottom) children’s pool. The top pool does have steps and it was felt that provision of steps in the other pool was not a good idea as children should be supervised at all times.

No means of entry or exit into the pools for disabled people. Stefan to order ramp or rail for bottom pool.

Possibility of trees or bushes outside houses. Stefan thought that should be OK so long as they are in tubs and the pavements are not broken in order to plant into the soil. If the Town Hall then come along and say we cannot do so, we will have to remove them.

If anyone is annoyed by noise, ie: loud music, after midnight in the winter or 1 am in the summer, the offenders should be approached in a civil manner. If this does not have the desired affect, the Guardia can be called to enforce the law.

Residents who have moved in since the Community was set up need to meet with us so that they know who the President and Committee are. There is a general meeting of Neighbourhood Watch on 30 October and it was suggested that the Committee attends that meeting and speaks to attendees afterwards. Also, volunteers are needed to represent the new phases. John & Bill will visit the new residents and will also ‘remind’ non-payers that the community charge is now overdue.

15.

The fencing around the pool areas is insecure. Stefan will discuss with the Administrator and get quotes for more substantial fencing.

16.

The entrance time-clock on the pools has been put back to 8.30 pm for the winter months.

 

Stefan will contact the Committee following the proposed meeting in early October to arrange a further meeting to provide feedback on the above points.
