MINUTES OF DREAM HILLS URBANISATION COMMITTEE

MEETING HELD AT LA CASITA, FRIDAY 27TH JANUARY AT 10.00 a.m.

Present : Stefan, Peter, Christine, Angela, Chris, Maggs, Jeff, Linda, Tid & Mick.

MATTERS ARISING.

1. MINUTES.   Minutes of previous meeting approved.

2. POOLS.   The return pipes to the filters in the bottom pool are leaking.   Main and  Sub-Contractors informed.   Sub-Contractors will repair and replace at their cost.   Missing tiles in top pool to be replaced in the spring.   The Developers used two different contractors to construct the pools.   It would appear that the company who constructed the top pool were the more thorough and professional.

3. SIGNAGE.   The supports for the main street signs are being fabricated at present. The plinth for the main ceramic mural (plan) should be installed within the next few weeks.   It will be located in the small garden patch by the small roundabout.   Any graffiti to the murals can be cleaned with bleach.   All signage should be in place before the A.G.M.

4. BUNGALOWS.   The first 200 dwellings become part of the urbanisation on the 1st of February 2006.   Four months community charge is now due.   The Administrator is distributing a bilingual letter to the owners and Stefan is circulating a number of welcome packs throughout the phase.

5. HALF-YEARLY INCOME/EXPENDITURE.   A detailed analysis of the current financial position was distributed to the committee.    At present the accounts are showing a healthy surplus.   However, arrears relating to the community/maintenance charge are at an unacceptably high level with in excess of 80 dwellings in arrears, much of it being non-payment for the current six months.   It is hoped that approval will be obtained at the A.G.M., to change the collection of the charge to once a year.   It would appear that a certain element only pay when they need to use the pool!

ANNUAL GENERAL MEETING.   Details of this years A.G.M. were confirmed as follows –

Venue : Downstairs at the Filton Bar, Café & Restaurant, Los Balcones.

Date : Tuesday, 25th April 2006.

Timing : 1.00 p.m.

     Possible items for the agenda were discussed which included the following items –

a. New metal doors and keys for all the post boxes.

b. Community maintenance fee to be charged once annually.

c. Are pool guards an expensive luxury to control holiday makers?

d. Should security guards be retained for longer periods to cover not only the summer months but also Christmas & New Year and other specified dates?

e. Introduction of a 5% or 7 ˝% Reserve Fund, the former now being a legal requirement as the urbanisation is more than 3 years old.

f. The possibility of hiring portable toilets for the pools during the summer.

g. A.G.M. to decide on choice of Developers offer of a free pool, or tennis court or garden or ball game area, final choice subject to Town Hall approval.

     Owners are encouraged to speak to their committee representative should they have strong feelings on any of the above or on other matters which they would like to suggest for the A.G.M.   Alternatively, owners may prefer to approach the President on these matters at his forthcoming surgeries.

PRESIDENTS SURGERIES.   The president will hold a surgery/consultation at La Casita, 12.00 noon on Saturday, 11th February 2006.

ANY OTHER BUSINESS:

Iberdrola do not cut off supplies because of low usage but will always do so for non-  payment of bills.

The Administrator will apply for formal approval for the placement of the Planters  back on the public footpaths.  

President to investigate a report of excessive dog mess on a private driveway.   However he felt that this was a matter best dealt with by the appropriate neighbours and a denuncia.

Speed-humps and outgoing post box already applied for.

Poor condition of some of the public pathways already reported to Council.

Main notice board at La Casita to be waterproofed.
