MEETING OF THE DREAM HILLS COMMUNITY COMMITTEE AT THE COMMUNITY CENTRE ON FRIDAY 26 NOVEMBER 2004
Present: Stefan, Roger, Mags, Bill, Christine, Peter, Gerry, Christopher, Linda, Kath.
The minutes of the previous meeting were agreed.
1. PREVIOUS MINUTES:
The President was unable to contact a resident who is concerned about a retaining wall and therefore no further action will be taken. The president does not see a risk anyway. Finalised.
Torrevisa, at the moment, will do nothing to remedy the cracked pavements in private roads. The President will contact the Town Hall regarding cracked pavement outside No.450 on the main road.
The erection of the Fence between Via Park 111 and Dream Hills is now complete and the entry gates to the private road are about to be erected.
Following complaints regarding
the
In spite of the committee’s offer to reimburse the costs of such items as weed killer to residents tidying the green areas, no further work has been done. There has been no further action from residents in instigating the new small garden areas around the switching houses. Additional thanks to Carol (800's), and Laura & Ivor (265) and their neighbours who have worked hard to keep the open areas neat and tidy.

‘LA CASITA’ (Community Centre) will be officially opened by the Administrator and the Committee on 9 December 2004 at 18.00 hrs. The President will invite the head of Torrevisa, the builder of La Casita and his second in command, and all are welcome. The Administrator will provide champagne for the opening toast and Spanish snacks and tapas will be provided for our guests. Please bring food and drinks for your own friends and families. There will be music and we look forward to a pleasant social evening. All DH residents are invited to attend. |

There is much controversy regarding the entry gates to the private road in the vicinity of Via Park III. Despite the meeting with these residents in April, when 30+ owners agreed to pay for the gates, people are now raising objections, and the President and some committee members are being hassled. The April meeting was minuted, passed round the urbanisation and displayed on the notice board and website, and discussions took place at later meetings which were also minuted and distributed in the same way. The President has also received some letters from residents objecting to the gates, and as a result of this he has stated that in future he will not become involved in disputes such as this. It is a matter for neighbours to get together and agree (or otherwise) what should be done. |
| 4. |
The President is still receiving lots of mail addressed to owners, but without house numbers. In future ALL SUCH MAIL WILL BE RETURNED TO THE POST OFFICE. |
| 5. |
VIA
PARK V. The President and some of the owners met with a Lawyer in Orihuela
to discuss this problem and the Lawyer categorically stated that nothing
can be done to change the plan or stop the building. However, she did
recommend that we sent a further letter to the Ministro de Trabajo in |
| 6. |
The President will follow up his request for an outgoing mail box. |

6. |
Additional rubbish bins will be ordered for the 800’s end of the urbanisation. |
| 7. |
The President has received a request from the owner of 163 for permission to build up the wall between Dream Hills 1 and 2. He is unable to grant this officially, as building up these walls is illegal. However, as there have been a number of walls already built. To clarify the position the President has off the record, let it be known that ALL the neighbours have to agree to the height of the wall being increased; if there is any disagreement then it cannot be done. This is because by law you need permission to do so. Those roads that have already increased the height of the end wall have not applied for permission, and to do so for proposed building risks bringing this matter to the attention of the City Hall. |
| 8. |
Bill asked if we could request a later start time for the builders of the bungalows. The President said this was not possible, and that anyone experiencing damage to their property from the vibrations caused by machinery should contact Torrevisa direct. |
| 9. |
The Administrator has lodged papers with the Lawyers to sue owners who have not yet paid their community fees. These fees will also attract interest at 1.5% per month. The Administrator has no record of payment from the owners of the following house numbers. Would they therefore please contact the Administrator to arrange to make these payments without delay, or to clarify the situation if they have, in fact, paid. |
| 10. |
Disputes between neighbours are not a community issue. They must be dealt with on a personal basis and not referred to your community representative. |
| 11. |
In
the event of Vice Presidents/Committee Members deciding to resign from
the committee, they should give three months written notice to the President
prior to the AGM. Anyone wishing to volunteer (should any vacancies
arise) should prepare a CV of who they are and what benefits they think
they could bring to the community, and lodge it with the President as
soon as possible from now on, but at any rate not less than two months
prior to the AGM. Current members volunteering to remain in office will
also be required to say why they wish to stay. |
| 12. |

| 13. |
The question of a heated swimming pool was again raised. Various options are open to us and the President will obtain costings and put these forward at the next AGM. However, the President, has taken advice and it would appear that if possible, a new build in a square shape with covering, may well be the answer. This depends on the land being available. |
COMMITTEE MEMBERS PLEASE NOTE – THE MINUTES WILL BE PLACED IN YOUR MAIL BOXES WITHIN 5 DAYS OF THE MEETINGS.
The meeting closed at 12.30 hrs.
Date of next meeting: Friday, 28 January 2005 at 09.30 hrs. at the Community Centre.
