MINUTES OF DREAM HILLS URBANISATION COMMITTEE MEETING HELD AT LA CASITA, FRIDAY 25TH NOVEMBER AT 10.00 a.m.

Present: Stefan, Peter, Christine, Angela, Chris, Maggs, Jeff, Linda, Tid & Mick.

MATTERS ARISING.

1.   Minutes of previous meeting were agreed.

2.   Update on Pools.   With regard to the issue of the pumps in the lower pool, Ana Rosa – the Administrator, and Stefan – the President, met with the General Manager of Torrevisa and their lawyer.   From the outset the developers denied that they had any liability in the matter.   As the original pumps were only guaranteed for 12 months, they should have been informed of any problems arising in the first year or even in the second year.  

       However, following negotiations with Anna Rosa and Stefan, and without accepting any responsibility or liability on their part, the developers stated that they would consider the provision of a new smaller rectangular shaped swimming pool (including plot, walls, fence etc) free to the Urbanisation.   Not including the cost of the plot, the expenditure would be in excess of 24,000 euros.   Before committing themselves to this expenditure, they have asked us to provide an engineers report/certification on the old pumps.   This, Stefan will organise. (Following negotiations, the developers also agreed to provide a number of other significant items reported later in these minutes.)      

        Although the developers were considering offering a new pool only, some committee members felt that property owners might prefer something else, (providing the developers agreed, of course) such as a tennis court or say a planted garden area with seating.   Rather than have a special General Meeting or ballot (not legally required and expensive), it was agreed to defer the decision until the next A.G.M., when owners in the new phase may also vote in person or by proxy.   The Local Authority will also need to approve the final agreed project.  No location was proposed for the relevant pool, the site next to the bungalows being a possibility.

3.   Signage.   Installation of the private street number signs continues following various approvals.

Torrevisa have agreed to pay for the posts and installation of the main road signs, which will be staggered on both pavements.   They have also agreed to provide a plot and plinth for the urbanisation plan/map together with installing the plan, plinth and appropriate lighting at their cost.   The above represents a saving of several thousand euros.

4.   Land.   The rectangular plot of unused land next to the bungalows will revert to the urbanisation.  The trees will remain and houses will not be built on it.

The Local Authority have still not adopted the land around the two pools.

5.   Bungalows.   Two hundred bungalows should be available for occupation in mid January, 2006 – the remaining dwellings two/three months later.

6.   Keys.   The show house in Dream Hills 1 still holds approx. 200 spare keys.   These are house keys and mail-box keys.   The show house will close permanently at Easter so please check now and bring address I.D. with you.

7.   Speed Humps.   Additional speed humps were requested in May 2003 and October 2005.   The Administrator will write again to request the metal type speed humps.   Also, the issue of a new roundabout by Via Park 3 will be pursued.

8.   Budgets.   A list of delinquent debtors was circulated which showed a significant reduction in urbanisation fee arrears, down from 7,100 euros in September to 5,595 euros in November.   Approx. seven houses are in arrears for more than one year and these cases are being pursued legally.   Normal maintenance payments are due in December together with an additional new two hundred new payments from the bungalows around January.    

A.O.B.   Many problems with private street-lighting being experienced, particularly in two areas.   Munoz y Espinosa, the electrical installers, to be contacted and given until year end to rectify matters.

Denuncias taken out against two houses in D.H. relating to illegal use of housing.

Poisonous caterpillars seen on small trees by La Casita. Local Authority called out to spray them.   Please report any further sightings to committee members immediately.

The whole rubbish bin situation will be addressed when the new phase is finished.

Outgoing mail-box applied for.

Stefan will hold a surgery on Saturday the 10th of December at 12.00 noon and possibly one in January.   It was noted that no one attended the previous three surgeries.

A number of other items ranging from street cleaning to “junk-yard” gardens will be dealt with directly by Stefan.
