MEETING OF DREAM HILLS URBANISATION COMMITTEE HELD AT LA CASITA, FRIDAY 24th JUNE 2005, 10.00 a.m.

Present: Stefan, Christine, Angela, Chris, Mags, Linda, Jeff, Tid, Mick & Gerry.

The minutes of the previous meeting were agreed.

MATTERS ARISING:

1.                         A.G.M.: The recent A.G.M. was discussed at length.   A list of suggestions for improvement were recorded which included a change of venue.   These would be reviewed two months prior to the next A.G.M.       

2.                   Aqua Aerobics: No written proposal was received.   Accordingly, the matter is dropped for the present.

3.                   Graffiti: It was confirmed that the structure in question belonged to Ibedrola, who, Ana Rosa advised, would not paint out the graffiti themselves.   Stefan advised that should the residents in the vicinity wish to do so they could paint the structure themselves. 

4.                   Budgets: The Administrator will compile a quarterly analysis of Income & Expenditure.  This will be circulated to each member of the Committee.  Should any resident wish to review or discuss this, they should contact the committee member for their area who will assist them.  A note will appear in the minutes when the first quarter figures are available. 

5.                   Rubbish Bins & Eco Park: Many residents still not recycling. 

6.                   Security Guards: Feedback and comments from the residents appear to be very favourable. However the Guards will be encouraged to keep “La Casita” clean and tidy.   Residents please note that the Security Guards are on duty from 23.00 until 06.00 and not as advised in the Neighbourhood Watch Bulletin.     

7.                   Denuncias and Noise:  Stefan handed out packs to assist in the filling out of Denuncias.   These included Spanish translations for illegal types of construction and problems with domestic animals.  However, it should be noted that, for excessive noise after midnight, the Local Police should be called.    Stephan will translate some legal information which relates to the decibel level ratings allowable (dba), which will be circulated in due course.   For example, at night, the max. level for inside a house is 30 dba and 35 dba for the outside.   Although these levels are very low, the max. level for a car is 90 dba, which is high.   Ironically, the max. allowable for house alarms is only 70 dba.   Legally, house alarms should only ring for five minutes and then revert to silent mode.   They should also be connected to a central station.   There is no noise rating attributable to domestic pets.   However, owners must ensure that their pets do not cause disturbance to neighbours.              

8.                   Land between Pools: This land, together with that in the picnic area, is being tidied up.   When completed it will be adopted by the Town Hall.   However it seems that the builders, Mahersol, are going to build in the river bed at the back of the picnic area.   They have already knocked down some trees and have been bulldozing.   It would appear that they will be building to within 50 metres of the top pool.   Stefan has taken photos of the areas and will give them to various bodies i.e. Green Party etc. 

9.                   Pool Maintenance Co.  Although there has been visible improvement, the bottom pool, opposite Via Park V, is still very sandy.   The maintenance company will be instructed to replace the filter in this pool and to remove scum marks in both pools.   Maintenance records will also be introduced to   record PH values etc., and will be kept on site for inspection.

Any Other Business:  

Wooden support railings to be placed on steps to top pool.    Gerry asked to proceed with the project.

It was suggested that the Security Guards be employed for two weeks at Christmas time.   The situation will be reviewed after August to assess their impact.

Angela advised that a neighbour would be circulating a petition against the large external sign to the Chinese restaurant in Via Park V.

Street cleaners to be asked to clean the children’s play area.

Sand on petanca courts to be topped-up with correct type of sand.

Stefan to contact Administrator of Via Park V to determine whether the outlook at the rear of the centre can be improved for some of the residents.                       

Street signage was discussed.   Signage on poles rather than on walls may be the best option, due to the variance in wall sizes and objections from some owners.

The building works currently underway opposite Via Park 111 are to upgrade the old pumping station, which will include a circular tank, one metre below ground and four metres above ground.

Planters can be placed on private or public roadways or pavements provided they do not interfere with pedestrian or vehicular traffic, and have authorisation from the urbanisation.   The planters have to be paid for by the relevant street residents.   Should residents in individual streets wish to install planters, they should consult with Stefan at the Presidents surgery on July 2nd at 12.00 p.m., re placement, conformity etc.
