MINUTES OF DREAM HILLS URBANISATION COMMITTEE MEETING HELD AT LA CASITA, 20th SEPTEMBER 2008 NOON.
Present: Maribel Morales, Jan Rennison, Tid Clifford, Mags Harris, John Sinclair, John Kerr, Jenny McCadden, Lowri Mitchell & Alwyn Rozenek.

Matters arising:
The minutes of the meeting held on July 26th 2008 were approved.
1. Review of Presidents Surgery. Owners who came to the last surgery all had private concerns or complaints about parking.
2. Review of the Pool Attendants showed overall that they did a good job this summer and that there were fewer incidences compared to previous years. There had been a problem with some sprinklers in the bottom pool area which has caused some flooding of the grass in certain areas, which is currently being fixed. Some complaints were made by residents and holiday-makers regarding being told that they could not eat snack food in the pool areas, however Maribel confirmed that even snacks are prohibited by Spanish law and it has always been so, also only light coloured t-shirts are to be worn inside the pool, both of these rules are clearly listed in the pool rules. The toilet at the Casita is only in use during the term of the pool guards and card access terminated on the 16th September. Overall it was a good summer for the pools.
3. Review of the night-time security. For the first three months of the Praetorian Guard Security being on the urbanisation, the results have been positive. There were very few incidents as reported by Neighbourhood Watch, all of which Jan Rennison confirmed took place during the day. We advise you to keep all emergency telephone numbers, including that of night-time security, in or by your telephone.

4. Review of Debtors List. It was agreed by all present that the number of debtors was unacceptable and the committee are determined to tackle this. Methods of pursuing debtors were discussed. The current list of debtors will be placed on all three notice boards and are attached to these minutes. As an owner in this community if you see that a neighbour of yours is on the list please point it out to them that they should be paying their contribution towards living in Dream Hills as outlined in their house deeds and as stipulated by law.
5. Street parking in general. May we remind owners that their rights of ownership finish at their property walls. Although you have a right of access to your driveway, you do not have ownership of the pavement and road immediately outside of your property. Neither can you give any other person permission to park there. It is normally accepted by your neighbours that you park in front of your own house if for some reason you do not or cannot put your car on your driveway, but you cannot demand this. It is unacceptable for an owner to park more than one car outside of the property as there is ample parking space on the main roads. DO NOT OBSTRUCT THE TURNING CIRCLES OR PARK IN SUCH A WAY AS TO INCONVENIENCE YOUR NEIGHBOURS. REMEMBER ACCESS MUST BE MAINTAINED AT ALL TIMES FOR EMERGENCY SERVICES. This is outlined in your escritura. Please comply.
6. One-way system – New Phase. The reversal of the one way system between Dream Hills and Inspiration appears to work better now and overall we have had good comments from residents. A meeting is pending between Maribel and the President of Urb Inspiration to pursue the removal of cars owned by persons from Urb Inspiration from Dream Hill property.
7. Street lighting. There were some complaints received relating to the street lights. The electrician has now adjusted the timings, some of the lights are operated by timers and some are sensor operated. The lights that are on in the daytime around the pool areas are council controlled and we are waiting for them to come and change the time clocks.
8. Street Cleaning. We seemed to be receiving a satisfactory service from the company until a few weeks ago when it appears that the people employed by the company have been changed and that there are only two people cleaning our streets at present. It has also been noted that several streets are not being cleaned at all and others not adequately. Maribel has already spoken to the company and given them one month to improve their service. We will be monitoring their performance over the next few weeks.
9. Three-monthly Financial Figures. The last quarter’s figures were reviewed and a full analysis of the first six months will take place in November.

Maribel is to organise the release of the 500euro grant (a one-off payment), authorised by the A.G.M. 08, to the Dream Hills Neighbourhood Watch.
