MINUTES OF DREAM HILLS URBANISATION COMMITTEE MEETING HELD AT LA CASITA ON FRIDAY, 14TH APRIL 2006 AT 10.00 a.m.
Present : Stefan, Christine, Maggs, Tid, Jeff, Chris, Peter & Mick.
Apologies : Linda & Angela.
1. The minutes of the previous meeting were agreed.
2. Pool Maintenance Company – Review. The new company took over last September and to date they appear to be performing satisfactorily. A review will take place again in September when the performance for the summer months can be accessed.
3. Street Cleaners – Review. Cleaning appears to be haphazard with some areas still being missed. A final warning to be given to the company and a final review will take place in three months. A key to the Casita will not be given to the cleaners.
4. Street Lighting – Review.
Main/Public Streets: The council has not yet adopted the main street lighting. The damaged light seems to be affecting the others nearby. Currently all the street lighting is the responsibility of Munoz & Espinosa – the developer’s electrician.
Private Streets: Most of the reoccurring problems seem to have been corrected except for some of the streets between house numbers 76 to 161. The fuses in these areas still trip every 2/3 days and the situation is clearly unacceptable. The installation electricians will again be contacted by the President to rectify the situation. The Committee authorised the commissioning of a survey, by a reputable electrical contractor, on the condition and quality of the private street electrical installations. This would provide the Committee with the relevant technical information, from a recognised specialist, before a decision is made regarding hand-over of the urbanisation.
5. Outstanding Items.
Outgoing Post-Box: Applied for and re-applied for, possibly re-apply again.
Extra Rubbish Bins: Additional bins applied for bungalows (Phase 2). Recycling bins will not be moved. Owners are reminded that rubbish should only be placed in the bins after 20.00 hrs. The Police can fine offenders!
Speed-ramps: Additional speed-ramps have been re-applied for, for the main road.
Signage: All the private and main street signs are now in place. The developers have not yet commenced work on the plinths for the urbanisation plan/maps.
6. Income/Expenditure. The current account currently stands at approx. Euro 1,500 credit. Approx Euro 10,000 is outstanding in community fees.
The Administrator, Ana Rosa, is proposing a pro-rata increase in her fees to account for the new quads and bungalows. She has also proposed an increase to the President’s remuneration. The committee decided that these proposals must be put before the A.G.M.
7. Annual General Meeting. Owners are reminded that the A.G.M. is taking place on April 25th, 2006, at 13.00 hrs in the lower ground floor of the Restaurant Salon Filton in Los Balcones. Please allow sufficient time to register for voting before the meeting.
Any Other Business.
There was a debate on the lesser community fees being paid by the bungalows. Some felt that the committee should have been informed in advance and that more dialogue was needed before the rate was struck. The President confirmed that the charges were calculated in relation to the square meterage of the living space and in line with la Ley de Propiedad Horizontal and that these values were set out by the Developer at the outset of construction works.
It was agreed that the new incoming committee be provided with identity cards. This would assist them when dealing with certain matters on the urbanisation.
The allocated house number areas for which the committee members are responsible will be revised after the A.G.M
A presentation was given by a security firm, Praetorian Guard, who wish to quote for any of our future manned security requirements.
There has been some vandalism by youths to the anti-cat netting in the windows of La Casita.
The committee were very perturbed to be informed by the Book Swap organisers that a large selection of books have gone missing. Anybody with any information should contact the President or a member of the committee.
Some of the bins on the public walkways near the petanca courts are now full of dog muck and have been so for some time. They now constitute a health hazard.
The President reported on his attempts to mediate between certain aggrieved parties in relation to urbanisation boundary walls, gates and denial of access. The hope of an amicable agreement did not appear to be forthcoming. The various interested parties may now wish to raise and discuss the matter at the A.G.M. under Any Other Business – as is their right.
Committee member Christine Bingham and Secretary Mick Clifford will not be seeking re-election at the forthcoming A.G.M.
