MEETING OF THE DREAM HILLS COMMUNITY COMMITTEE

AT THE COMMUNITY CENTRE ON FRIDAY 8th OCTOBER 2004

The minutes of the previous meeting were unanimously approved.

 MATTERS ARISING

1. Item 2 of Previous Minutes.

The Pres. has been unable to contact the resident concerned  and therefore no action has been taken on  the matter of alleged subsidence.

Item 6

This matter concerning the cracked pavements is still in hand.

Item 9

The erection of the Fence between Via Park 111 and Dream Hills is now complete and the entry gates to the adjacent private road will follow shortly.

Item 11.

Linda will write to the owner of the Royal Oak to thank them for their co-operation but has not done so as she is away on holiday. (Linda also is involved in the possible Book-swap venture in La Casita, and again this must await her return)

Item 14 and Item 18

Every support will be given to those who wish to plant and maintain the small open areas around DH, and we will happy to re-imburse the costs of such items as weed killer. A special note of thanks should be made to Gayle and Jonathon (800's) and some other DH residents (regrettably no names given) for their sterling work in dead heading roses and weeding the area around the swimming pools.

Item 15

The Pres will contact the distributor of the Carrefour advertising material which, for now, appears to be the only pile left by the post boxes.

AGENDA ITEMS

An unsigned note was read out from a DH owner - and before addressing the matter, it should be pointed out that only letters which are signed and with the owners address clearly written will be attended to. In this case the Committee are aware of the sender but registered their displeasure at the discourteousness of such a missive.

In the note, it was suggested that a monthly or bi-monthly meeting should be held by each representative for the residents in their areas of responsibility. The note reads "This way Residents would not have to pester their Reps with the same questions being asked by others and would be informed first-hand what is happening in their community rather than listen to gossip"

The committee agreed that as unpaid volunteers who already give an extraordinary amount of their time voluntarily to urbanisation matters, and who already carry out many thankless tasks, this would be a completely unneccesary step, particularly as the Minutes of all Committee Meetings (and therefore "what is happening in their community") are widely available, distributed by the representatives, are on the DH Notice boards and are also published on the DH website.

The same anonymous writer also questioned the employment of what he/she refers to as "2 Security/Life Guards at the pools over the summer and quotes the Minutes of the AGM saying that this was voted against, and asked why it was overridden.

All present members of the committee agreed that the pool "Guards" were NOT the Guards referred to at the AGM, the discussion at the AGM centred around guards that were to patrol the whole of the DH Urbanisation overnight. It was THESE guards that were voted against. The cost of the Pool guards, a different proposition was included in the running costs of the pools under "Piscinas Various" in the Financial Estimates. These were voted on and approved at the AGM. Any further information may be obtained from the Administrator.

A further request for "a  list of statutes" was also made. We presume that the writer is referring to the Horizontal Property Law. This is the legal basis for establishing an Urbanisation and the Community of Owners.  The Urbanisation Rules are a part of this. Any clarification of this should be made to the Administrator.

The President re-iterated that the building of roof top extensions in brick and underbiulds are illegal and Denuncias will be taken out against those that build. The roof is not strong enough or designed to take such weight and it also negates the Builders' 10 Year Guarantee. Already 3 owners of DH properties have had Denuncias taken out against them for this breach.

VIA PARK V

Denuncias at City Hall in Orihuela have been responded to and the situation is on-going. However as a result of an accident to a vehicle caused by the builder a further Denuncia was made, and this together with the entire file outlining the whole problem is being referred to the Conselleria De La Vivienda in Valencia.

Green/garden rubbish next to the central bins has not been removed, COLSUR (635641907), the rubbish collectors have been informed. This should be removed weekly.

Light detectors for street lighting have had to be moved as the areas they were in are in the shade, thus causing the lights to come on at inappropriate times. There will be a charge for this.

AOB

A petition has been received from 13 houses adjacent to Via Park 111 complaining of unacceptable behaviour and noise and requesting the Committee to take action. A Committee member has spoken to the various Bars and Restaurants and although in the short term this has had some effect, the problem continues. A copy of the Petition will be presented to the Pres. of Via Park 111. Meanwhile residents are advised that until Midnight there is little one can do, but after this time the Guarda Civil Number to call is 649900304. The Guard are obliged to say how long they will be and if they fail to keep to the time further action can be taken.

The Boules Courts need resurfacing, we considered awaiting the official opening as this is a City Hall matter. However, in the meantime we will obtain quotes for the sand and work.

A request for an outgoing Post Box has been made. This is already in hand and we await the Correos to make the necessary installation.

The sewerage covers outside houses 453 and 273 on the main road make a noise when traffic passes over them. City Hall to be informed.

Pool Showers. Next year we aim to install a push button system to save water.

We shall also investigate a reported rusty trailer which appears to have been dumped.

Please note that it is incumbent on all owners to inform correspondents of their correct address. Many letters do not have house numbers on them and the Pres. feels that it is not really up to him to try and deliver incorrectly addressed mail. This will simply be returned to the Post Office.
